This guide is for villa owners who are about to hire pool contractors in Dubai and would rather know the ownership cost before they sign. Why handover day is the wrong day to judge a contractor
Every pool looks good on the day it’s filled. The tiles haven’t met Dubai’s summer yet, the grout joints are tight, and the new pump hums quietly. Two pools can look identical that afternoon and still be very different investments.
One of them has a single-speed pump sized for a pool twice its volume. It runs ten hours a day at full power. The filter is a small sand tank that needs backwashing every week, and each backwash sends close to a cubic metre of treated, DEWA-billed water into the drain. The lights are halogen. There’s no cover, so the pool loses a few millimetres of water every day from April to October, and the owner tops it up with a hose.
The other pool costs perhaps AED 12,000 to 15,000 more. It has a variable speed pump, a larger filter with glass media, LED lights and a roller cover. Over fifteen years the second owner pays tens of thousands of dirhams less for power and water and spends less on chemicals because the water isn’t getting concentrated by evaporation.
Nobody at the design meeting forced the first owner to choose badly. The contractor quoted the cheaper list because a lower number wins more jobs. That’s the market working as designed, and the owner only sees the result much later, one bill at a time.
So this guide ranks contractors on a different test. Does the contractor show you what the pool will cost to run? Does it build so that repairs come later and cost less? And will it still be around, servicing the pool, when the first real repair is due? Pool buyers in other markets have been asking about running costs for years. Australian builders now sell pools on “cost to run” because electricity there is expensive, and pump makers in that market advertise savings of up to 70 per cent from variable speed pumps. The UK trade body SPATA publishes a contract checklist for domestic pool owners that asks for a written specification of every piece of equipment. American vetting guides tell buyers to ask how the builder sized the pump and filter and to get it in writing.
Dubai buyers tend to ask about design first and price second. Running costs rarely come up, even though Dubai has some of the hardest conditions for a pool anywhere: water that reaches 34 to 35°C in August without a chiller, dust that loads filters every day, and top-up water from desalination plants that arrives soft and aggressive. Those conditions make the running-cost question more important here, not less.

People type four different phrases into Google when they want a pool, and each one hides a slightly different worry. It helps to know which one you are.

This is usually a villa owner with a plot, a rough idea and a budget. They want one company to take responsibility: design, permits, excavation, shell, plumbing, tiling, commissioning and the first months of service. A proper swimming pool contractor holds a trade licence that covers pool or building work, carries insurance for the site, and signs the contract as the party that answers for the finished pool.
Pool contractors in Dubai
Shorter phrase, same buyer, often on a phone. The shorter search also pulls in maintenance companies and repair crews who call themselves contractors. If you want a new pool built, check that the company actually builds shells and doesn’t only service them. Ask for three pools built from bare ground, and addresses you can drive past.

This search comes more from developers, main contractors, facility managers and owners of larger plots. They want a firm with the crew and plant to run a construction programme, often as a subcontractor under a main contractor. None of these items is exotic. Every good swimming pool contractor in Dubai knows them. The difference is whether the contractor raises them with you, prices them honestly, and builds them the same way on the day the site is busy.
The pump is where the money goes
A pool pump moves the whole volume of water through the filter several times a day. Dubai Municipality’s design guidance for pools uses a four-hour turnover, which for a 45 cubic metre villa pool means roughly 11 cubic metres an hour. A single-speed pump does that at full power, and many are oversized because a bigger pump looks safer on paper.
A variable speed pump can run slowly for most of the day and speed up only for backwashing, vacuuming or a water feature. Power use falls steeply as speed drops, because the energy a pump needs goes up much faster than the flow it delivers. Halve the speed and the power draw falls to a small fraction of what it was. That’s why the savings claimed for these pumps are so large, and why they’re real on pools that were plumbed properly.
The catch is the pipework. Push water through small pipes with many tight elbows and even a variable speed pump has to run fast to get the flow. So the pump and the pipe design are one decision. Filters in a dusty city
Dubai’s fine dust is a filtration problem more than a cleaning problem. It gets into the water every day, even on days that look clear, and it clogs filter media faster than leaves ever do. A small sand filter fills quickly, pressure rises, flow drops and the pump works harder. Then it needs backwashing, which throws away water you’ve paid for and chemicals you’ve dosed.
A larger filter with more surface area runs longer between cleans. Glass media grades finer than sand and many owners find it holds dust better. Cartridge filters use no backwash water at all, although the cartridges need hosing down and replacing every year or two. Waterproofing and grout decide the first big repair
The most expensive repair on a Dubai pool is usually a leak found late. By the time water loss is obvious, the leak may have been wetting the ground behind the shell for months. Fixing it can mean draining the pool, cutting out tiles and redoing the waterproofing, which easily runs to five figures.
The fix costs very little at build stage. Specify the waterproofing product and number of coats in the contract. Fill the shell before tiling and hold the water for a set period with the level measured. Sign off the result in writing. Grout is the second quiet cost. Dubai’s top-up water comes from desalination and arrives low in calcium. Water that is short of calcium pulls it out of whatever cement it touches, and cement grout is the easiest target. Joints go sandy, tiles loosen and the pool needs regrouting years earlier than it should. Epoxy grout costs more per square metre and resists this far better. It’s a line on the quote most owners never read.
Sanitation, salt and automatic dosing
Manual chlorine works, but only if someone doses it correctly every time. In July the sun burns chlorine off fast, stabiliser builds up as water evaporates, and the gap between “fine” and “green” is a few days. A salt chlorinator makes chlorine on site from low-salt water. An automatic controller with pH and ORP probes doses acid and chlorine as needed. Either one keeps the water in range with less effort and fewer emergency visits. Covers, chillers and the Dubai summer
Open water in Dubai’s summer loses several millimetres a day to evaporation, more on hot, windy afternoons. Everything dissolved in that water stays behind, so stabiliser, salts and hardness climb, and the owner pays for fresh water to replace what went into the air. A cover cuts most of that loss when it’s actually used, keeps dust out and holds some heat in winter.
Heat is the other half of the story. Without cooling, pool water in Dubai can reach about 35°C in peak summer, which is warm enough that many families stop swimming. Chillers and reversible heat pumps bring it down to the high 20s. Published Dubai prices put chiller installation at around AED 18,000 to 22,000 for a standard 4 x 8 m pool, more for larger ones. Decks, skimmers and access
Some decisions cost nothing extra at all. Put the skimmers on the downwind side and Dubai’s afternoon breeze pushes debris toward them. Choose a pale, cool-touch stone and the deck stays usable in June. Fall the deck away from the pool so dust and garden water run into drains, not into the pool. Leave room in the plant room to lift out a pump without cutting pipes. Label the valves.
These are small things. Over fifteen years they decide whether a service visit takes forty minutes or two hours, and whether a pump swap is a morning job or a demolition job.
The DEWA arithmetic on a normal villa pool
Numbers make this less abstract. Take an ordinary 8 x 4 m villa pool, about 32 square metres of water surface and 45 cubic metres of volume. Use DEWA’s published residential tariffs. For a villa, pool use usually sits on top of the household’s other consumption, so the pool is billed at the higher slabs.

Water at AED 10.12 per cubic metre plus the AED 1.10 fuel surcharge and VAT, about AED 11.78 per cubic metre. Single-speed pump of 1.5 kW running 10 hours a day. Variable speed pump using 30% of that energy. Average evaporation of 5 mm a day across the year. Sand filter backwash of 0.8 cubic metres a week. Four pool lights on 4 hours a night. These are planning figures. Your own pool will differ, which is exactly why the contractor should work them out for your plot.

The gap is about AED 37,600 over fifteen years, on four lines only, at today’s tariffs. That’s before chemicals, which also go up when water evaporates and gets replaced. It’s before the regrout that comes early with cement grout, and before the leak repair that a flood test would have caught. It also assumes DEWA prices stay flat, which nobody should count on.
The cover row is deliberately cautious. Cover makers claim far bigger cuts in evaporation, but a cover only works when someone rolls it out, and many owners stop bothering by the second summer. An automatic cover changes that habit, at a higher build price.
None of this makes the cheapest quote wrong for every client. A holiday home used six weeks a year has different numbers. The point is that you should see the numbers and choose, not find out from the bill. Pool and garden planned as one job

- Sprinklers set to spray across the deck, so fertiliser-rich irrigation water runs into the pool every evening and feeds algae.
- Trees with aggressive roots planted within a few metres of the pool pipework. Ficus is the usual culprit in Dubai gardens.
- Flowering shrubs and bougainvillea over the water line, dropping petals into the skimmer all year.
- Planting beds higher than the deck, so every heavy rain washes soil straight into the pool.
- Grass laid right to the coping, so clippings and sand end up in the filter.
Each of these adds filter load, chemical demand or a repair. None of them costs anything to avoid if the pool and garden are drawn together. Shade that helps and shade that hurts
Shade over part of the pool cuts evaporation and keeps the water cooler in summer. A pergola or shade sail does that with no litter. A tree does it with leaves, flowers and roots. The right answer is often a mix: structures over the water, trees set back past the root zone, and low-litter planting near the edge. Wind and the sheltered corner
A wall or hedge on the windward side of the pool reduces evaporation and keeps some dust out. It also makes the pool nicer to sit beside. On open plots in Arabian Ranches or the newer Dubai South communities, a well-placed windbreak can make a real difference to how often the pool needs topping up.

Stages 5 and 8 are the two that can’t be undone cheaply. Pipe sizes set the pump’s workload for the life of the pool. Waterproofing sets whether you’ll ever have to take the tiles off. If you only visit site twice during your build, go at those two points and ask to see the pressure test gauge and the flood test level.

Ground and groundwater
On reclaimed land and in some low-lying communities the water table sits close to the surface. An empty pool on those plots can be pushed upward by groundwater, which is why draining a pool there for repairs needs planning. Some Dubai soils also carry sulfates and chlorides that attack concrete and steel. Dubai rules that change the running cost
Pool rules in Dubai exist for safety and hygiene, but several of them also affect what the pool costs to run. Your contractor should design to them from the start. Which authority approves your pool depends on where the villa is: Dubai Municipality covers most of the mainland, Trakhees covers areas under the Ports, Customs and Free Zone Corporation, and Dubai Development Authority covers its own zones. Almost every gated community also needs a master developer NOC before any authority will look at the drawings.

Questions to ask before you sign, and red flags
These questions borrow from the UK SPATA contract checklist, from Australian running-cost guides and from American builder-vetting lists, adjusted for Dubai. A good contractor answers all of them without hesitating. Write the answers into the contract.
- What will this pool cost me a year in electricity and water, and how did you work that out?
- Which pump are you fitting, by brand and model, and what flow did you size it for?
- What pipe diameter are you using on the suction and return lines?
- What filter, what media, and how often will it need backwashing?
- Which waterproofing product, how many coats, and will I see the flood test?
- Is the grout epoxy or cement?
- Where will the plant room go, and can a pump be swapped without cutting pipes?
- Who designs the garden around the pool, and do they talk to your pool designer?
- Which authority approves my pool, and who applies for the developer NOC?
- How are payments tied to finished, inspected stages?
- What does the warranty cover, for how long, and who comes out when there’s a problem?
- Can I visit three pools you built at least five years ago?
That last question is the most useful one on the list. A five-year-old pool tells you about grout, equipment, access and service in a way no portfolio photo can. Green Creation’s own list of critical questions to ask before hiring a pool contractor covers the paperwork side in more detail.
⚠️ Red flags
A quote with one line for “filtration equipment” and no brands. No mention of a flood test. A large upfront deposit before any work is done. Payments tied to dates rather than finished stages. A price well below the other quotes with no explanation. Equipment chosen “on site”. No maintenance offer, or no idea who will service the pool. Planting and irrigation left to “your gardener later”. No completed pools older than two or three years that you can see.

What a pool costs to build and to run
Build prices in Dubai vary widely with size, finish, access and ground conditions. The ranges below come from published Dubai cost estimates, including bestimate.ae, and match what Green Creation sees on villa projects. They’re for planning only. A site survey is the only way to get a real price.

Most finished villa pools, with deck, equipment, approvals and basic landscaping, land somewhere around AED 160,000 to 300,000 before VAT. Infinity edges, rooftop pools, glass walls and indoor pools sit above that.

The first year after handover
The first twelve months show whether the build was right. New plaster and grout are still curing, the water chemistry settles, and any leak or equipment fault usually shows itself. Green Creation keeps a close eye on its pools through that year.

The bucket test is worth knowing yourself. Put a bucket of pool water on the top step, mark the level inside and outside, and leave it for 24 hours with the pump on its normal schedule. Do I need a permit to build a swimming pool in Dubai?
Yes. You’ll need approval from the relevant authority, which is Dubai Municipality for most mainland villas, Trakhees or the Dubai Development Authority in their own zones. Most gated communities also require a master developer NOC first. Your contractor should apply for both.
What is the difference between a pool contractor and a pool construction company?
In Dubai the words overlap. A pool contractor usually signs directly with the villa owner and answers for the whole pool. A pool construction company often also works as a subcontractor under a main contractor on towers, hotels and communities. Green Creation does both.
Is a variable speed pump worth it in Dubai?
On a pool used year round, yes. It can cut pump energy by up to 70 per cent, which works out to around AED 1,370 a year on a normal villa pool at current DEWA rates. It pays back fastest when the pipework is sized properly, so plan the two together.
Should I choose a sand, glass or cartridge filter?
Dubai dust loads filters quickly. A larger sand or glass media filter needs less frequent backwashing than a small one, and glass media holds fine dust well. A cartridge filter uses no backwash water but needs regular cleaning and new cartridges every year or two.

Why does grout fail in Dubai pools?
Desalinated top-up water arrives low in calcium and pulls calcium out of cement-based grout. Joints turn sandy and tiles loosen. Epoxy grout resists this far better and delays the first regrout by years.
What is a flood test and why should I ask for it?
After waterproofing and before tiling, the shell is filled and the water level is measured over a set period. If it holds, the shell is watertight. It’s the cheapest way to avoid a leak found years later under finished tiles.
Can a pool leak be fixed without draining it?
