Two pools that look identical from the deck can be built to completely different standards. What a swimming pool construction contractor actually does

A pool contractor is not a digger with a tile fixer attached. A concrete pool is a water-retaining structure sitting in aggressive ground, fitted with a small pumping station and a chemical dosing system, wired to standards that keep people alive in water. Building one properly pulls in eight trades and one engineer, and the contractor’s real job is keeping all of them working to the same set of drawings.

Read that last row again. Most Dubai pool firms hand over and vanish. The specification gap, and where money quietly disappears

⚠️ The one line that matters most

If you only check one item on that list, check the flood test. It is cheap, it takes three days, and it is the last moment anyone can find a leak without breaking tiles. A contractor who resists it is telling you something.

How pool construction in Dubai works, stage by stage

Twelve stages, in this order, for a concrete villa pool. The week numbers are a realistic programme for a straightforward 8 by 4 metre pool on a mainland plot. An overflow pool, a raised spa or a difficult access site stretches the middle of it.

Stage 1. Site survey and soil check

Measure the plot against the affection plan, confirm setbacks, check access for a pump truck, and establish the groundwater level. On a high water table the shell has to resist uplift when the pool is empty, and that changes the structural design before a single line is drawn.

Stage 2. Design and structural drawings

Produce the layout, sections, reinforcement details, hydraulic calculation and plant room layout. The shell design is stamped by a structural engineer. The turnover calculation is done here, not after the pipework is buried.

Stage 3. Approvals and NOCs

Submit to Dubai Municipality, Trakhees or DDA depending on the zone, and obtain the developer NOC in master communities. Mainland approval usually takes seven to fifteen working days, and a community route twenty to forty.

Stage 4. Setting out and excavation

Mark the pool on the ground, dig to the profile plus working space, and dewater if groundwater appears. Spoil leaves the site under the community’s own rules for skips and access hours.

Stage 5. Blinding and steel fixing

Pour a blinding layer, then fix the reinforcement cage to the drawing with the correct bar size, spacing and cover. The cover is checked before anything is sprayed, because it is the single thing standing between chloride and the steel.

Stage 6. Shell placement

Spray the shell as gunite or shotcrete, or pour it, working to the specified thickness. Concrete cubes are taken for testing. The shell is then cured properly, which in Dubai heat means keeping it damp and shaded rather than leaving it to the sun.

Stage 7. Pipework and pressure testing

Install suction, return, skimmer, overflow and drain lines with the inlets placed to the calculated pattern, then pressure test the whole system and hold it. Test the pipes before they are buried, never after.

Stage 8. Waterproofing and flood test

Apply the specified tanking system, detailing every penetration, then fill the shell in stages and hold the water to check for loss against a control. This is the stage most often skipped and the one that causes the most expensive failures.

Stage 9. Tiling, coping and finishes

Fix the tile or mosaic on the specified adhesive, grout with an epoxy or a high-performance cementitious grout, and set the coping with a rounded, slip-resistant edge. Depth markers go on at this stage.

Stage 10. Plant room and electrical

Install pumps, filters, dosing, heating or cooling and controls in a drained, ventilated plant room with room to work. Bond and earth every metal part and test continuity. Dubai Municipality requires two pumps per pool and at least two outlet drains.

Stage 11. Deck, barrier and landscaping

Lay the deck to the required width and fall, set the safety barrier at the required height with a self-closing gate, then complete planting, lighting and any hardscaping around the pool.

Stage 12. Filling, commissioning and handover

That right-hand column is the test of a real contractor. Twelve stages, twelve pieces of paper. Ask for them as the job goes along rather than at the end, because a flood test record cannot be produced retrospectively. Five ways to build a pool shell, compared

The shell is the pool. Everything else can be replaced. Here are the five methods you will be offered in Dubai and what each one is actually good for.

For most Dubai villa pools the honest answer is a sprayed monolithic shell. It handles the shapes people actually want, it has no joints to fail, and it copes with the ground. Waterproofing and the flood test

Concrete is not waterproof. A well-made shell is dense enough to slow water down, but it still needs a tanking system, and that system has to be detailed at every point where something passes through the wall. Inlets, lights, skimmers, the main drain, and the overflow. Those penetrations are where leaks start, not the flat areas everyone worries about.

What gets specified

Two families do most of the work here. Crystalline systems soak into the concrete and grow crystals that block the capillaries, which means the concrete itself becomes the barrier, and a small crack can self-seal. Flexible cementitious membranes sit on the surface as a continuous coat and bridge minor movement. Both are fine. What is not fine is a nameless grey slurry applied in one thin coat because it was included in the price.

Ask for the product name and the data sheet. Ask how many coats and at what thickness. Ask what is used at the penetrations, because that is usually a different product from the one on the walls.

The flood test

After the waterproofing has cured, the pool is filled in stages, roughly 25 mm an hour, and held. The industry practice is a hold of 24 to 72 hours once the test depth is reached, with a control container of water standing nearby so evaporation can be separated from leakage. The area below and around the pool is checked every hour or two for damp. If the pool loses noticeably more than the control, there is a leak, and it gets found now rather than after AED 40,000 of mosaic has been fixed to the walls.

The pipework gets its own test before the flood test, with the lines pressurised and held while the trenches are still open. Pipes buried without a test are a decision to look for leaks later with a listening device.

⚡ What to ask for

One page. Date, start water level, end water level, control container reading, hold time, and a signature. Green Creation issues this as part of the handover file. If a contractor cannot produce one from a previous job, they have not been doing it.

The plant room and why it decides the next twenty years

Ask a pool salesman where the plant room goes and watch what happens. The good ones point at a drawing. The rest wave at a corner of the garden. This single answer predicts more about your next twenty years of pool ownership than the tile you pick.

The plant room holds the pumps, the filters, the dosing equipment, the heater or chiller if you have one, and the control panel. It needs floor drainage so a burst union does not flood it, ventilation so equipment does not cook in August, light, and enough space around every item that a technician can actually change a filter without dismantling the one next to it. None of this is expensive at the design stage. All of it is expensive later.

The numbers behind the design

Dubai Municipality caps the water turnover at four hours, which means the entire volume of the pool has to pass through the filtration system at least six times a day. That number drives everything else: pipe diameter, pump duty, filter area, and how long the system runs. The same guidelines require one water inlet for every 45 cubic metres of water, at least two outlet drains at the base of the pool, two pumps per pool, and a minimum of one filter for a private villa pool and two for a public one.

Inlet placement matters as much as inlet count. Inlets clustered at one end leave slow water in the far corners, and slow water in Dubai heat becomes algae within days. A hydraulic layout done properly puts return water where it has to travel the long way back to the skimmers.

Dosing

Manual chemical dosing is not accepted for public pools under the municipality guidelines, which require automated injection. For a private villa pool, a chlorine feeder or an automated dosing system is required. A probe reading chlorine and pH continuously, feeding a dosing pump, holds the water far steadier than a technician adding chemicals twice a week, and it uses less chemical overall because it stops the overshoot and correction cycle.

What do Dubai ground and Dubai water do to a pool?

A pool built to a European specification and dropped into a Dubai plot will age faster than its designer expected. Three local forces do the damage, and a contractor who works here should be able to describe all three without prompting.

Ground water and uplift

Much of Dubai sits on a high water table over sandy, salty ground. Two things follow. During construction the excavation may need dewatering, which is a cost, a permit matter and a programme risk that should appear in the quote rather than as a surprise. After construction, an empty pool becomes a boat. If it is ever drained for repair while the groundwater is high, an undersigned shell can crack or lift. This is why the structural design has to allow for uplift with the pool empty, and why a contractor with divers who can work underwater has a real advantage. Chlorides and sulphates in the ground

Salt in the groundwater attacks reinforcement. Once chloride reaches the steel, the steel rusts, rust expands, and the concrete spalls off from the inside. The defences are simple and cheap at the right moment: a dense low permeability mix, generous cover over the bars, and waterproofing on the earth face as well as the water face. All three cost almost nothing to specify and cannot be added afterwards.

Evaporation and soft top-up water

A Dubai pool loses a lot of water to evaporation in summer, and what evaporates is water, not chemicals. Everything left behind concentrates, particularly stabiliser, until the chlorine is locked up and stops working even though the test strip says it is present. Meanwhile, the water used to top the pool up is desalinated and low in calcium hardness, and soft water is hard water. It takes calcium out of whatever it can reach, which is the grout and the plaster. That is why grout choice in the waterline band is a construction decision, not a maintenance one, and why a pool cover pays for itself twice, in water and in chemistry.

Fine airborne dust is the third quiet load. It does not simply sit on the surface waiting to be netted. It passes through the skimmers and lands in the filter, so filters here work harder than the manufacturer’s charts assume, and media needs changing sooner than the brochure suggests.

Some of this kit is ordinary construction plant. Some of it is specific to pools, and a firm that owns it rather than hiring it tends to use it properly. The right-hand column is the reason it is on site.

That last row is the market dividing line in Dubai. Very few pool companies here have certified divers. Green Creations are commercial divers who are also qualified pool engineers, so an underwater repair is done by somebody who understands both the diving and the hydraulics.

The latest pool-building technology worth paying for

Pool technology moves slowly and then arrives all at once. Most of what follows costs very little when it is designed in at the start and a great deal when it is retrofitted through a finished deck. Decide now, not in three years.

Variable speed pumps

The single best upgrade available. Power consumed by a pump rises roughly with the cube of its speed, so halving the speed and running twice as long moves the same water for a fraction of the electricity. Reported savings against an old single-speed pump reach around seventy per cent. The pump also runs quieter and puts less strain on the filter. In a market where pools run filtration every day of the year, this pays back quickly.

Automated dosing with live probes

Probes sitting in the return line read chlorine, or oxidation reduction potential, and pH continuously, and trigger dosing pumps as the readings drift. Water stays inside a narrow band instead of swinging between over chlorinated and green. It also cuts chemical use, because most chemical waste comes from correcting an overshoot.

Salt chlorination

A salt cell makes chlorine from dissolved salt as the water passes through it. The water feels softer, there are no drums of chemical to store, and dosing is steadier. Expect to replace the cell every few years, and specify fittings and stone that tolerate salt, which is exactly the sort of detail that belongs in the construction specification.

UV and ozone as secondary treatment

Neither replaces chlorine, and any contractor who says otherwise is selling. Both reduce how hard the chlorine has to work and deal with the chlorine resistant organisms that chlorine alone struggles with. On a family pool that gets heavy use, they make a noticeable difference to eye irritation and smell.

Heating and cooling

In Dubai the chiller matters more than the heater, because an uncovered pool in July can reach bath temperature. A heat pump handles both directions and is far more efficient than element heating, with coefficients of performance reaching about five, meaning five units of heat moved for every unit of electricity used. Size it against the pool surface area and whether a cover will be used, since an uncovered pool loses most of its heat from the surface.

Covers

A cover cuts evaporation by up to ninety five per cent. In a climate where evaporation drives both the water bill and the chemistry problems described earlier, that is the highest return item on this list after the pump. Automatic covers are expensive, between AED 30,000 and AED 80,000, and need the housing designed into the coping at construction stage. A manual roller cover at AED 4,000 to AED 15,000 does most of the same job if somebody actually uses it.

LED lighting and control

LED pool lights use up to eighty per cent less energy than the incandescent fittings they replaced, last far longer, and change colour. The practical construction point is the conduit route and the niche detail, because a light that cannot be pulled and replaced from the deck will eventually mean breaking tiles.

Automation and remote monitoring

A controller that runs the pump schedule, the lights, the heater and the dosing from a phone is now inexpensive, from around AED 5,000. The genuinely useful part is not the convenience. It is that a service company can see a pressure rise or a dosing failure remotely and arrive before the water turns, rather than after. Design features that need deciding early

Overflow and infinity edges, swim jets for counter current swimming, movable floors, in pool seating with air loungers, and dark or glass finishes all have to be structural decisions rather than additions. An overflow pool needs a balance tank, extra pump capacity and a level control system, and none of that can be added to a skimmer pool later without rebuilding it.

What happens after the pool is finished

The build is a few months. The pool is a few decades. What happens in between is where most of the regret lives.

Defects liability

There is normally a defects liability period after handover during which the contractor returns to fix anything that shows up. Get its length and its start date written into the contract, and hold a retention of five to ten per cent of the contract value until it ends. Retention is the only thing that reliably brings a contractor back.

The three C’s

Circulation, cleaning and chemistry, in that order. Circulation is set by the build, which is why the turnover calculation was worth arguing about. Cleaning covers the surfaces, baskets and filter. Chemistry is chlorine, pH, alkalinity, calcium hardness and stabiliser, and in this climate stabiliser is the one that creeps up and quietly stops the chlorine from working.

Service frequency

A Dubai villa pool in regular use wants a weekly visit through summer. A lightly used pool at an empty villa is not a lower risk, it is a higher one, because still water and an unbalanced chemical load is exactly how a pool goes green while nobody is watching. Expect roughly AED 600 to AED 1,500 a month for a weekly contract, depending on pool size and what is included.

The annual review

Once a year the plant deserves a proper look rather than a visual check. Pump performance against its curve, filter integrity, controller calibration, and a recommendation on dosing and automation. Dubai Municipality publishes technical guidelines for the approval of swimming pool plans, and they are more specific than most buyers expect. Timing and fees for approval

On a mainland plot the municipality permit typically takes seven to fifteen working days. In a master community the developer NOC takes ten to twenty working days and the government permit another ten to twenty, so plan for twenty to forty working days end to end. Budget roughly AED 1,000 to AED 5,000 for the developer NOC, AED 1,500 to AED 4,000 for structural design, AED 100 to AED 500 for the affection plan, and a refundable community security deposit somewhere between AED 5,000 and AED 25,000.

⚠️ The pool cannot sit in the setback

Setback distances are set by your plot and your community rather than by one universal number, and the affection plan is where you find them. A design drawn before anyone read the affection plan is the most common reason a submission comes back. Ask for the affection plan check to happen in week one.
